The reason denim skirts are awkward is that denim is so very stiff and heavy, so it just kind of sits there in a giant shapeless block over your legs. Lighter and flowier fabrics move with your body more and aren't as visually imposing. This isn't as much of a problem with denim skirts that are knee length or shorter, though.
edit: because I am procrastinating, I decided to be Kissy's personal shopper and find some knee-length, A-line skirts that are under $30 and have fun patterns!
Old Navy has funky fits for tops in my opinion, but it's kind of hard to screw up an A-line skirt, so these are probably okay for $25:
Etsy has a ton of skirts that could be good for you. E.g.: one, two, three but there are sooo many. And you can search by price.
Forever 21 has lots of stuff that won't appeal to you (ugh, talk about sheer and tight) but if you dig through all the crap you might find something nice. How into the boho look are you? 
For unpatterned things that are easy to wear: a black maxi skirt like this one is very versatile and could replace the function of jean skirts for you.
I also think you'd love Anthropologie. They are probably mostly out of your price range (gosh they are for me), but they have pretty good sales where their stuff drops down into the "I can conceive of spending that much money on something" range. And sometimes they have like 25% off sale items and things like that! Anyway, here is the sale section of their skirts. I bet you'd like most of them. You could ask for some for Christmas
