He says "pathetic as they were", not "pathetic as they are". Does this not suggest that the people are not currently in existence?


Well, because pathetic as they were, though, they served Ganondorf well. By the time Ganondorf said that he was pretty much done with the Twili, so he used the past tense when referring to how they served him well.
