Wikipedia sources IGN for the "two based on previous games", so, yeah. And there's nothing implausible about that. That interview I was referring to mentioned 4 games, so I'm guessing the difference has something to do with the fact that, at one point or another, they had a total of 6 different game concepts. I'm guessing... three originally planned Oracle games, two remakes, and one sequel to the remakes. They just weren't all going on at the same time. I think the interviews mostly refer to the LoZ remake because that was the only one that really got off the ground, before they realised it wouldn't work. It would still be awesome to get a LoZ remake, though...
