If by barbarians conquer, you mean a corrupt senate assassinated Rome's best general at the time and didn't even bother putting together the Western Empire's forces, then yes. The Western Empire had the military capability to put down the rebelling tribes, or at the very least give them one hell of a fight. Indeed, just 30 years earlier the western empire had defeated the HUNS. Instead there was no actual battle, and the boy (he was around 14) emperor and the Senate were simply put aside as powerless.

tl;dr, Rome was not 'conquered' but instead lost due to an incompetent ruling class.
