The shirt is a St. Patrick's shirt and it says "Patrick was a saint... I ain't."

That neighbourhood is where I lived when I went to college. It's in the historic district of Columbus, GA. I lived in the blueish house right on the other side of that white fenced porch... you can see the red shutter through there.
