No, it's not a female.
The elder simply has long hair.
There is female gorons in OoT manga, but it is not really canonical.

The Goron in TP had on a loincloth, and the WW Gorons had shirts. Perhaps now that people are used to the idea of them wearing clothes, we may see lady Gorons rolling around in dresses. *eye twitch* maybe it's better that we haven't met any female Gorons.
Perhaps female gorons are more fragile, and have died off by the time Link shows up in OoT, MM, and WW? Or maybe the Gorons are uber-protective of them, and they keep out of sight. Maybe female gorons are something totally different than male gorons, and we just haven't realized what we were looking at.
Or, most likely of all, the designers just ran out of time, and only made two Goron models for OoT, five for MM (one of which doesn't really count, cause he's dead), and one model with assorted shirts for WW.

As I thought.Despite his appearence, the Goron elder is a guy.

That's what I'm thinking.
They have nipples, therefore they have or once had mammary glands, therefore they must be mammals. If they were truly all male they wouldn't have mammary glands or nipples since all mammals are concieved as female until a gene activates later on that makes some mammals male while still being developed in the mother's womb. That's why dudes have nipples even though they're pretty useless.
I thought the Elder was a chick too.

Maybe the female Gorons look just like the males, like dwarves. (Which they are rather similar to in the first place,) and they're all androgynous...O.O
