Certainly the world was affected by Link; but we can't be sure that things like DethI's forms weren't purely from the Wind Fish's mind. Being a god, after all, he could well have knowledge of things like Ganon, Agahnim, Moldorm... and even Goombas, apparently.

For fun, I personally consider that the Wind Fish is only responsible for the stuff completely unrelated to Hyrule, like the Goombas and telephones and stuff.
