You must of been reading my mind! I'm seating here concocting my newly revised theory, and I read this post...and I'm like, "what a coicidence!"
Perhaps when Link left the timeline, that TWW would later happen on, he didn't leave behind a legacy--of children that is. Also, he had no other relatives in OOT. Now, in the TWW a new hero must rise to the occassion--one with no link to the previous hero of legend.
Links--Are they related?

Maybe a child existed as a consequence of some kind of time-paradox because of the events in Ocarina of Time. This could easily be overlooked by the King.

I think none of the Links are related by blood, but they all share the same spirit. My theory runs: When a potential hero comes of age, they inherit the Triforce of Courage (formerly held by the previous Link.) The spirit of the last Link to own the Triforce of Courage is dormant in the Triforce of Courage, and enters the new host when they come of age and set out on their quest. Upon the death of that Link, the current Hero's soul merges with those of previous Heroes and gains some of their personality and characteristics (desire to save the world, swordsmanship etc.), then returns to the Triforce of Courage to await awakening by the next Hero. Over time, many heroes inherit the Triforce of Courage and the spirit of Link passes through many people, each time merging their spirit into that of the previous Link and building a personality over time. So I think the Links are related in a way...

They don't inherit the Triforce. In the Wind Waker, Link has to obtain it. When evil touches the Triforce, a hero will rise, and it seperates and goes to those that are destined to get it.

As far as the spirit of Link being passed on, not all of the Links have the triforce of courage so that doesn't quite work. Besides, it seems to me that each of the Links has their own unique personality fit for the particular quest.
