Strengths & Abilities: Very quick and nimble. Master of Stealth. His swordplay and aim for a bow is average, but he excels at climbing. He has a hooded cloak made from Twilight Silk, a material that can absorb the darkness and shadows, making him blend into the darkness.
Weaknesses: His cloak allows him to appear as a shadow, but only in darkness or shadow. He is naive. Being loyal to the rules of the Thieves' Guild, he refuses to kill any of his victims. In fact, he would only kill in self defense. He is also mortal, and his swordplay can be bettered by others.

Biography: Jolku's parents were thieves. Even their parents were thieves. So Jolku's father and mother brought him up in the same way they were brought up. He spent his early years in the sewers of the great city of Cresote. His father taught him how to steal, how to sneak in and out of buildings unnoticed, and his mother taught him the importance of moving from hideout to hideout.
When he was merely thirteen, his parents left him to fend for himself, as theives did. Jolku moved up into the streets and alleys, living as a petty housebreaker. His skills gradually improved and he could loot larger targets such as shops and apartments. When he was fifteen, he heard that his parents had been arrested and executed, and he felt indifferent- they had told him that this day would come.
His skills grew over the years and he began hitting greater targets. He earned great respect and admiration among the underground community when, at the young age of eighteen, he successfully managed to break into the royal palace and stole the King's Scepter. This caught the attention of the Master Thief, the leader of the Thieves' Guild.
The Master Thief took him in, taught him to refine his thievery into a fine art. He learned various schools of swordfighting and some basic archery, but he was only average at these. As the years passed, Jolku became even more notorious and skilled as a thief, and he held the favour of the Master Thief. The Master Thief valued him so highly that Jolku was sent on a quest to assist the Regal Army of Elil in a quest to recover mystical artefacts that, in the wrong hands, could eradictate all life from the land.
It was during this quest that Jolku met Silhouette, a Twilite Elf. Twilite Elves were a mutated breed of elves that bore skin that could absorb darkness, and had created a material with similar qualities; Twilite Silk. In various battles with the strange creatures that stood in their way, Silhouette gave him a Twilite Silk cloak, enabling him to blend into the shadows whenever he goes thieving.

He is mortal isn't a weakness. Its not allowed to be according to the rules because no character can be immortal. So, you might want to remove that entirely, or replace it with something else, which is what I would suggest.
I'd also like to ask, is there any potential method that can be used against his Twilite cloak to reveal him? Does it cover his body entirely while running and whatnot, or can he only hide if he remains stationary? I'd like you to elaborate a bit more on the specifics and pitfalls of the Twilite Cloak.

He is mortal isn't a weakness. Its not allowed to be according to the rules because no character can be immortal. So, you might want to remove that entirely, or replace it with something else, which is what I would suggest.

He would practise breaking into old, abandoned, locked-up buildings with his father, and practise being undetected throughout the streets, with his father pretending to be a Vigilia constable on the lookout and pretending to patrol. Once he was ten years old, they moved to the streets and his mother would lecture him about how to choose a rented apartment, based on how many points of entry/exit there were. The constant relocation became an everyday thing to the young Jolku because, thanks to his mother's lectures, he understood the reasoning behind it. A Thief only ever had to change his hideouts if the Vigilia were getting to close to him, or if he/she ran out of fresh targets.
When he was merely thirteen, his parents left him to fend for himself, as theives did. He initially felt lonely, but soon a sense of exhilaration set in. He was his own man now – the City was his playground. He didn’t miss his parents since they had told him that this was the way thieves’ lived. Every day since he could talk, they had explained that they would leave him, and he would be able to live on his own, become his own man. Jolku moved down to the streets and alleys, living as a petty housebreaker. His skills gradually improved with experience and he could loot larger targets such as shops and apartments. Unfortunately, the theft of the King’s Scepter led to a Citywide Vigilia investigation. This almost revealed the existence of the Thieves’ Guild, for which many of the thieves blamed Jolku. Those that shared this attitude banded together and rebelled against the other thieves. A Guild Civil War began, for which Jolku has always been named the single cause. Two or three of his friends refuse to blame him, and stand by him, but Reformant assassins from the thieves that left are always lurking around the corner.
Of the Thieves that still befriended him, The Master Thief was the most respected. The Master Thief valued him so highly that Jolku was sent on a quest to assist the Regal Army of Elil in a quest to recover mystical artefacts that, in the wrong hands, could eradictate all life from the land.
The Regal Army originated as an organisation for the members of the Royal Family, but became a volunteer organisation for those who wanted to defend the realm. It was composed of Elves and Dwarves, but mainly Humans.
It was during this quest that Jolku met Silhouette, a Twilite Elf. Twilite Elves were a mutated breed of elves that bore skin that could absorb darkness, and had created a material with similar qualities; Twilite Silk. In various battles with the strange creatures that stood in their way, Silhouette's life became endangered as she got into situations that she couldn’t cope with. In all of these situations, Jolku managed to save her life, thanks to his agility, honed by his thieving. At the end of the quest, Silhouette gave him a Twilite Silk cloak, in gratitude, enabling him to blend into the shadows whenever he goes thieving.
