This is probably the most stupid question ever!
OK, I haven't played TWW in years, now that I'm replaying it a second time, I can't use the grappling hook thingy to haul up treasure.
Right now, I've decifered a couple of triforce charts, and now that I go haul up the treasures, I do as its supposed to be, I manuever the king of red lions over the "X" on the chart, and I'm right on top of it, and I still get nothing! I've even tried being beside the "X" and I still can't get anything.
So, do you guys have any tips? Any at all would be useful, I'm stuck in the game right now.

Can you hear the sound it makes near treasure? Or perhaps its a flaw in the game which just requires pushing the "reset" button...
Oh wait, did you arm the grappling hook to Y, Z, or X? Make sure its the grappling hook and not the hookshot, some people get confused that way.

You might not be waiting long enough for the grappling hook to reach the treasure at the sea floor. Try it again, but this time allow the grappling hook enough time to go down all the way.

OK, I'll try that, and I know a flaw since I've tried it multiple times, even after turning the game off.
EDIT: thanks a lot octorock, you saved me! It tunrns out I had to hold on to the button until it hit something. YAY! now I can even use my other charts to get heart pieces!

Yeah as octorok said, wait until your boat shakes giving you an indication that the grappling hook hit the floor.
