It's on Windfall Island.
Got to the Jail where Tingle was being held, and inside the jail cell there's a secret passage (behind the crate). Go through the crawl spaces, avoiding passages that have the differently colored (tan) floorinng. Eventually you should reach the cave with the picto box.
To get the color one, either beat the game and start a Pajama Quest, or talk to Lenzo (the pictograph guy on Windfall) and do what he asks you to do.
