How can I get light arrows of the Minish cap

You don't need them, but it helps. You will have to created a portal by kin stone fusing in South Hyrule Field. If you go into tht house, you see an old man dieing with a ghost flying round his head, suck it away with the Gust Jar. If you don't do this, supposedly he will die(I don't know when, as I saved him, I think it could be after you complete the Wind temple though). Later in the game when you visit the house in the clouds, talk to him, and he will reward you from saving his life with Light Arrows.
