To retain a strict zero tolerance policy, things need to remain suffiently harmful.

All you have to do is...
Unfortunately that doesn't work too well in the Zelda Storyline and Zelda Timeline forums, because the quote box is exactly the same background colour as the background of the posts.
You see, I once was able to first put the spoiler in between quote tags, and then turn the text white. Since the quote box was invariably white, that made the text the same colour as the background and people who wanted to read the spoilers then only had to highlight the box to read it.
On another set of forums i went to, they had turned it into an actual Spoiler tag so instead of me having to put quote tags and then font color tags, all i had to do was press a little button that created a spoiler tag. (I think it was the megaman.retrofaction.com forums).

Or you can just bold, uppercase, color and/or large font your censor or SPOILER in any combination you want- if they have half a brain then they're gonna get the point! And if they don't pay attention...well, they certainly can't complain that they didn't see the warning.

And it works! Woohoo!
Can an admin, put the spoiler information somewhere in the rules because I'm sure new members aren't going to just *know* what they have to do.

Meh, that requires doing extra work so morons can have it easy. No dice.
Agreed. Who would want to make forums more user-friendly?

Indeed. Why find an elegant, yet simple solution to a common problem when a fudged approximation exists, and we can simply ban people for posting spoilers instead.
Clearly, if you can't be expected to type out [quote=spoiler][color=white] for the sake of doing the rest of the users a favor, then you have no business on the internet.
Why, in my day, HTML was even more unwieldy than that. And you whippersnappers want to just be able to type [spoiler]...
Out my forums!

I was clearly refering to the idea of making a completely seperate forum.
That's makes even less sense. Given my limited experience with Admin CP, it'd take far less time and work to make a subforum for spoilers than it'd be to program spoiler tags.

Background nearly equals white. Color for the Zelda forums has been given. If you don't want to go to the trouble of making the spoiler 'invisible' and saying it is, then just say SPOILER in big letters.
Seriously, do you really NEED anything other than that?
