OK I've compleated the game got all the heart peices, figerines, kinstones and whatnot but I don't know what to do with the Tingle statue, please help

The Tingle statues all throughout the game are just for fun and completion. After the one of Outset Island you find Knuckle. So that adds another char to your game to get a pic of for the Nintendo Gallery.

He's talking about The Minish Cap, not The Wind Waker.
As far as I know, the only purpose of the Tingle Statue is to signify that you've completed all the kinstone fusions.
