I can't.

I'm not sure what it is, my computer not having the characters or maybe it's another issue. But it breaks my heart that I can't see this emote face. Can we make a smiley or something so those of us who are less fortunate can enjoy making this face without it looking like two squares with an underscore?

I don't know how, so I copy paste. I can it, though.

I SEE NOTHING.
NOTHING.
If you can't see it, how can you type it? *rubs chin in suspicion* [For what it's worth, it appears to be based on Indian symbols. So if you download an Indian script packet/file, perhaps that will help?]
But I digress.

I can see the characters for that, yes. Not the second one though, that's some jive ass shit right there with numbers and letters (OC A4)

In Windows you can find and use any character with the Character Map. It's in Programs>Accessories>System tools.But how do you type it? Has it always been copy paste? How did it originate? Is it a self-fulfilling time loop?
Also every character has a Unicode value... which has a correlating HTML code for it. So you could do it manually if you have the code memorized.
Try typing in
& # 3 2 3 2 ; _ & # 3 2 3 2 ;
without any spaces.
