Isn't it weird how the water temples of most Zelda games are the most confusing and frustrating temples in their respective games? Twilight Princess seems to be no exception...
Okay... So, I'm three rooms into the Lakebed Temple, in the room with the rotating staircase... There are a couple of doors off to the side, but the halls beyond are blocked by waterwheels.
Midna is telling me that just getting a key is going to take a while, but she is otherwise largely unhelpful.
Any advice as to what I'm supposed to do?

There should be a door on the lower floor that leads into a chamber with geysers and ledges. Bomb-arrow the stalagtites and things will fall into place.
Oh, and in my experience, the only thing worse than a water temple is a sky temple. Case in point: Minish Cap and Link's Awakening.

As Steve says, one of the pasageways leading off isn't blocked by a waterwheel. Keep trying doors!
I caught a Hylian Loach in the lakebed temple.

Thanks, guys. I can't believe I missed that...
But I guess that's what I said after all of the other water temples too...
